Daniel Kubas-Meyer

President and CEO

Dan Kubas-Meyer leads Thrive with over 30 years of behavioral health service experience and leadership in piloting evidence-based practices that impact the lives of those in the community. He is proud to oversee the transformation of Thrive Behavioral Health into one of the state’s first Certified Community Behavioral Health Clinics. Dan’s professional expertise in implementing cutting edge healthcare practices, board development, administrative oversight, strategic planning, fund development, interagency relations, and public relations has no doubt been behind Thrive’s strong reputation in the community.

Dan is also an avid skier, hiker, tennis player, cook and gardener.

Barbara Lamoureux, LCSW

Vice President of Youth and Family Services and Clinical Systems

Barbara Lamoureux is a Licensed Social Worker with a passion for helping underserved populations in Rhode Island. As a native Rhode Islander, she graduated with her master’s degree from Rhode Island College. Throughout her 36 year career, she has been steadfast to create meaningful change in the community through advocacy and leadership. Barbara has been working at Thrive Behavioral Health for 30 years and has worked her way up to Vice President of Youth and Family Services and Clinical Systems. This year, she is being honored by Providence Business News as one of their 2024 Leaders and Achievers.

Mary Springer, CPA

Vice President of Finance and Administration

Mary Springer has combined her professional career as a Certified Public Accountant with her dedication to giving back to the community where she lives and works. She has over 25 years of experience in accounting, auditing, and financial organizational management. Her attention to detail is an asset when preparing financial statements, budgets, and monthly grant reports. Mary works closely with the Board of Directors and Finance Committee. She is committed to maintaining high standards of integrity, accuracy and compliance with federal and state regulations. 

Mary graduated from Bryant University with a Bachelor of Science Degree in Business Administration, majoring in accounting.

Tamra Ringeling, Psy.D., Clinical Psychologist

Vice President of Adult Services and Homeless Initiatives

Tamra Ringeling has a passion for behavioral healthcare and the role it plays when looking at a person’s social determinants of health. As the Vice President of Adult Services and Homeless Initiatives she works closely with the Department of Behavioral Health, Department of Housing and local municipal leaders to address homelessness in the Kent County Area and create more integrated work-flows to deliver more efficient care. Tamra is known for integrating evidence-based services into programs that help clients successfully reach their goals. She is currently working on creating partnerships to ensure better integration of behavioral health services with primary care facilities.

Tamra graduated from the Forest Institute of Professional Psychology  with her Doctoral Degree in Clinical Psychology

Angela Ortiz, SHRM-CP

Director of Human Resources

Angela Ortiz is a strong advocate in maximizing workplace potential and bringing a person-centric culture to the organization. Angela has a proven track record of fostering a positive workplace culture, developing and implementing organizational policies, and overseeing talent acquisition and staff retention. As a current member of the Society for Human Resource Management, she has a comprehensive understanding of employee relations, ensuring compliance with federal and state labor laws, and spearheads diversity, equity and inclusion initiatives. 

Angela holds a Master’s degree in Nonprofit Management with a concentration in Human Resource Management from Northeastern University.

Christopher Crotteau

Director of Information Technology

Christopher Crotteau joined Thrive Behavioral Health in 2019 as the Director of IT. Over the past 28 years, Christopher has designed, implemented, and managed many diverse information systems across various industries including public safety, hospitality, quasi-state government, banking, and healthcare. Christopher has led key facility and information technology initiatives, ensuring their success through strategic planning, execution, and evidence-based management.

Christopher holds degrees in business management and information technology from Roger Williams University and Southern New Hampshire University. He also possesses several technology and information security management certifications. His professional associations include the FBI’s InfraGard National Members Alliance, the Information Systems Security Association (ISSA), and the Information Systems Audit and Control Association (ISACA).

Daisy Bassen

Medical Director

Daisy Bassen is the medical director of Thrive Behavioral Health and a board-certified child and adolescent psychiatrist. She attended Princeton University for her undergraduate degree, the University of Rochester School of Medicine and Dentistry for her medical degree, and completed her adult psychiatry residency and child psychiatry fellowship at Brown. She is a Distinguished Fellow of the American Academy of Child and Adolescent Psychiatry, a member of the Board of NAMI-RI, and clinical faculty at The Warren Alpert Medical School of Brown University. She enjoys reading, writing, and spending time on Rhode Island’s beautiful beaches.

Dawn Allen

Director of Special Projects and CCBHC

Dawn Allen is the Director of Special Projects and CCBHC (Certified Community Behavioral Health Clinic) at Thrive Behavioral Health based in Warwick, RI. She has devoted her career to helping improve the lives of people with mental illness and/or substance use disorder either through direct care or policy development.  Dawn started her career working for 15 years with people who had mental illness and/or substance use disorder and were involved with the criminal justice system or incarcerated in the RI Adult Correctional Institution.  Prior to accepting a position at Thrive Behavioral Health, she administered a Medicaid/Medicare demonstration program for the Executive Office of Health and Human Services.  Dawn worked to get legislation and funding passed through the RI General Assembly to bring a behavioral health system transformation to RI through the effectively proven CCBHC model.  CCBHC is a behavioral health model of care that provides high quality, life-saving treatment to individuals and families while eliminating access barriers and reimbursing providers at a cost-based rate that will sustain services.  In recognition of her dedicated service to the behavioral healthcare community and efforts to bring CCBHC to RI, Dawn was the recipient of the 2024 Mental Health Hero of the Year award, presented by the Mental Health Association of Rhode Island. 

Debra Carroll

Executive Assistant to the President and CEO

Deb Carroll has been working at Thrive for 34 years and is now the Executive Assistant to the President and CEO of Thrive and oversees all administrative roles. She leverages she expertise in organization, executive coordination, and ensuring smooth day-to-day operations. Her exceptional communication skills and extensive knowledge of the history of the organization make her an invaluable asset to the team. 

Jessica Lachey

Director of Development

Jessica Lachey is a dynamic professional non-profit fundraiser known for her creative approach and genuine passion for social services. With a background in business and hospitality management, Jessica has worked with nationwide and local organizations as part of a fundraising team that has successfully managed annual appeals, sponsorships, events, major gifts, planned giving, and community support. She is currently the development director for Thrive Behavioral Health, the state’s designated Community Behavioral Health Center for Kent County. If you see Jessica around, be sure to ask her about her cat.

Jodi Veloso

Director of Health Information/Quality Assurance and Compliance

Jodi Veloso joined Thrive Behavioral Health in 2021 and was employed as the Health Information Supervisor & Privacy Officer. When an HI/QI leadership position became available she applied and was promoted to HI /QI Compliance Director in 2024.

Jodi has a wealth of health information management experience (20+ years), including excellence in leadership and teamwork. She has significant experience with quality assurance, compliance, standardization of workflows, policy & procedure development and implementation. Her approach is process and solution oriented to drive initiatives, improve workflow and ultimately deliver quality outcomes. Additionally, she has significant experience in HIPAA practices including staff training to ensure confidentiality, privacy and security of client protected health information is preserved. Chairs many of Thrive’s committees and ensures compliance activities meet regulatory and accreditation requirements. Collaborating with Thrive team members and external stakeholders is vital in supporting organization wide initiatives/goals. She looks forward to fostering a culture of continued growth.

Jodi earned a Bachelor of Arts from RI College and more recently a Bachelor of Science from Fisher College in the field of Health Information Management &Technology. In 2022, she earned credentials as a Registered Health Information Administrator (RHIA) which demonstrates her professional commitment to excellence.
